Background

Livermore's Development Code, or Zoning Ordinance, is a comprehensive set of local laws that govern land use, development, and redevelopment in the City, as adopted by the Livermore City Council. Consistent with California law and Livermore's General Plan, the Development Code establishes Livermore's Zoning Map (which identifies where certain uses are allowed), development standards for new development (like height and setback), procedures for subdividing land, and development review and permit procedures (like how to apply for a Home Occupation Permit). The Development Code's goals include: improving the built environment, conserving Livermore's natural and cultural environment, promoting the City's economic base, and providing for housing.

Update

The current Development Code has undergone a series of minor updates, and was last comprehensively updated in 2010. The City is currently embarking on a comprehensive Development Code Update that will be conducted in three phases from 2023 to 2025, with each phase lasting approximately one year. The phases are as follows:

  1. State Housing Compliance

  2. Local Updates

  3. Zoning Map

The State Housing Compliance portion of the update will respond to the range of state housing laws that the Governor has recently signed, including SB 330, SB 35, SB 9, SB 6, AB 2011, and AB 2097. This update is needed to ensure Livermore's local codes are consistent with state housing law.

The Local Updates portion of the update will analyze and revise Livermore's local standards and permitting procedures to ensure the Code responds to the needs of Livermore residents, is efficient and clear, and reflects the most up-to-date Planning practices.

The Zoning Map portion of the update will analyze and revise Livermore's Zoning Map: ensuring the map is consistent with the General Plan and ensuring the map contains zoning districts that are easily administered, promote compatibility between uses, and reflect the needs of Livermore residents.

Request for Proposals

The City of Livermore Community Development Department (the Department) is issuing a Request for Proposals (RFP) to work with City staff to retain the services of a consultant firm, or firms working in partnership, to provide State-compliant updates to the Livermore Development Code to satisfy the requirements of Senate Bill 35, the Housing Accountability Act (including new objective design standards), Senate Bill 9, State ADU Law, State Density Bonus Law, and other state housing laws.
